Anchor is basically an interesting Cydia tweak that allows people to begin rearranging the aspect and layout of the Home Screen as soon as the app has been installed. To get a better sense of what it does, it might be wise to look at the name which basically implies that applications will not be magnetized to one another and that you will be able to move them around freely without encountering any issues.
With this in mind, once Anchor has been installed, users will find a preference panel over in the stock settings app with a couple of different features including the ability to enable and disable the Cydia tweak, but also to view and reset the Home Screen layouts that have been set.
